This article contrasts two eras in Mexico’s health coverage. From 2000-2016, driven by Seguro Popular, the uninsured population fell to a historic low of 6.2%. After 2018, the policy of dismantling Seguro Popular caused a dramatic reversal, increasing the uninsured population to 29% (37.9 million people) by 2023. This setback has disproportionately harmed the most vulnerable populations and poorest states (Oaxaca, Chiapas, Guerrero), erasing over a decade of progress in equity and jeopardizing the goal of Universal Health Coverage.
